Overview

The Transport Development Control Team are responsible for providing transport planning and highways advice on planning applications on behalf of the Local Highway Authority, which covers pre-application advice through to the planning decision. Following planning consent, we work with the Development Implementation, to support delivery on the ground to meet the planning consent intention. The team are responsible for negotiating with developers to ensure appropriate and safe planning designs that appropriate mitigation / off-site infrastructure is in place to avoid severe impacts and encourage sustainable travel choices.

There are a number of substantial developments that the team are currently working on, including the 6,500 dwelling plus significant commercial application at the former airfield in Filton, as well as very substantially sized consented developments around the District which have outline consent and are going through reserve matters processes including: Haw Wood; Harry Stoke; East of Harry Stoke; North Yate New Neighbourhood;.  New train stations in Filton, Henbury and Charfield all have input from the team on their respective planning applications, as do the CRSTS (City Region Sustainable Transport Settlements) funded cycle corridor improvements in the area.

What will you be doing?

  • In the role you will offer specialist transportation and highways advice for planning applications including major sites. This advice will consider the safety of all road and highway users, travel sustainability, accessibility and adherence with local and national policies.
  • You will liaise with National Highways, Network Rail, West of England Combined Authority, and with other stakeholders and partners across the West of England and external developers for any development related delivery of transport solutions.
  • Formulating planning documents for major development sites, you will oversee the commissioning of transportation advice and evidence where needs are demonstrated to be necessary, and with agreement of its funding by the developer.
  • You will apply appropriate policy in consideration of development impacts and negotiate potential mitigations for planning terms together with developer funding.
  • In the role you will present transportation evidence to Council Members and answer any related questions at planning and other Committees. Where required, you will form and present transport evidence at Planning Appeals and Public Inquiries
  • You will highlight any issues relating to budgets not funded by developers, provide financial information and resources for your developments, so that agreed targets are met, reports are prepared and delivered, there is efficient use of Council resources and value for money is maximised.
  • It will be your responsibility to produce information reports and analyse complex data for customers so that customers receive accurate, up to date reports and data that fulfil statutory requirements.
