Key Accountabilities:

  • Development of Rail SMS: Lead the development of the Rail Safety Management System (SMS) and all associated documentation in compliance with regulator and industry standards.
  • Incident Investigations: Support the Rail business with investigations by initiating the incident significance test, ensuring suitable root causes are established, lessons learned are identified, and recommendations are implemented.
  • Stakeholder Relationships: Support the continual development of strong relationships with NTS HSEQ and key external stakeholders, including industry bodies and regulators.
  • Training Development: Lead the development and delivery of in-house training to ensure employees involved in safety have the necessary skills and expertise.
  • Representation: Provide a credible interface and represent the Rail Safety Department at meetings with customers and professional bodies, feeding back results to colleagues and other departments.
  • Risk Management: Support the continual development of an HSE risk register, provide level 1 assurance of H&S risk, and maximize opportunities identified while maintaining compliance with schedules.
  • H&S Improvement: Identify opportunities for H&S improvement and support collaboration with other NTS functions or industry on improvement plans.
  • Safety KPIs: Use Rail safety KPIs and measures to ensure clear improvement plans are in place and safety targets are achieved.
  • Safety Culture: Drive the right safety culture across all Rail teams, leveraging the current safety campaign.
  • Licenses and Permits: Support the oversight of any H&S licenses or permits required for operation.
  • Annual Safety Plan: Create and manage the annual rail safety plan.
  • Management of Change: Ensure the Management of Change process is followed for all relevant changes in the Rail business.
  • Document Control: Align with the N&A team to ensure a clear and traceable document control methodology and system for all safety-related documents, processes, and work instructions.
  • Co-Chair Meetings: Co-chair National H&S Rep Meetings with the National Service Delivery Manager.

Qualifications:

  • Minimum NEBOSH Diploma
  • Recognised professional chartered membership

Experience, Skills, and Knowledge:

  • Excellent experience, knowledge, and understanding of H&S Legislative Requirements
  • Experience in the development and implementation of plans to deliver strategy
  • Experience in investigation including root cause analysis
  • Proven experience of engaging effectively with stakeholders on H&S matters and licensing/permit requirements
  • Demonstrable ability to work across and build effective relationships with all key stakeholders across NTS functions, suppliers, and regulators
  • Track record of developing and improving processes, and driving performance
  • Ability to use data to manage risk and support development of improvement plans
  • Experience of delivering effective H&S training
