Job Purpose

Are you passionate about health, safety, environment, and quality in the rail industry? We are looking for a dedicated and knowledgeable Rail HSEQ Assurance Manager to join our team. This role offers the opportunity to lead and influence the safety culture within our rail division, ensuring compliance and driving continuous improvement.

Key Accountabilities:

  • Technical Leadership: Provide expert advice and develop the Safety Management System (SMS) and associated documentation in line with stakeholder and industry standards.
  • Regulatory Compliance: Ensure NTS stays ahead of industry and regulatory updates, maintaining and developing the SMS as needed.
  • Legislative Adherence: Ensure compliance with UK/EU legislation and company standards, implementing best practices and continuous improvement.
  • Contract Specifications: Contribute to the development of specifications for contracts and procurement, maximizing risks and opportunities.
  • Stakeholder Engagement: Represent DRS Assurance at meetings with customers and professional bodies, providing feedback to colleagues and other departments.
  • Departmental Liaison: Keep the department updated on findings and trends, ensuring alignment with safety policies and culture through regular meetings.
  • Strategic Support: Assist the Rail HSEQ Director in implementing improvement plans to achieve the rail safety strategy.
  • Risk Management: Support the development of an HSEQ risk register, providing level 1 assurance of business risks and maximizing opportunities.
  • Compliance Audits: Conduct monthly and annual reviews and audits to ensure compliance with occupational health, safety, wellbeing, and environmental standards.
  • Technical Improvement: Identify opportunities for technical improvement through indicators and collaborate with other NTS functions or industry on improvement plans.
  • Incident Analysis: Analyze trends in occupational health and safety, developing countermeasures to prevent incident recurrence.
  • Licenses and Permits: Oversee license and permit requirements as needed.
  • Training: Conduct in-house training sessions on technical assurance awareness.
  • Procurement Input: Provide input to procurement and contract specifications.
  • Investigations: Initiate and ensure proper setup of investigations with clear scope and resources.
  • Technical Advice: Offer technical advice on the development and review of Safe Systems of Work (SSoW), including risk assessments and CoSHH assessments.
  • Audit Compliance: Ensure compliance by NTS Rail staff and third-party contractors with company and legal standards through auditing.
  • Loading and Gauging: Provide advice and guidance on loading and gauging to relevant teams, ensuring compliance.
  • DGSA Support: Ensure the Rail team has adequate Dangerous Goods Safety Advisor (DGSA) support.
  • Net Zero 2040 Roadmap: Lead the development of the Net Zero 2040 roadmap for Rail, aligning with NTS, NDA, regulator, and other key stakeholder requirements.
  • Industry Knowledge: Maintain up-to-date technical knowledge and best practices in the rail/nuclear rail industry.
  • Guiding Culture Principles: Embrace and promote our guiding culture principles of Freedom, Helpfulness, and Drive.

Qualifications:

  • National Examination Board in Occupational Safety and Health (NEBOSH) General Certificate.
  • Lead Auditor 9001 / 14001 / 45001.
  • Train the trainer qualification.
  • Construction (Design and Management) (CDM) Qualification.
  • Current UK Driving Licence.

Experience, Skills, and Knowledge:

  • Understanding of basic Health & Safety (H&S) Legislative Requirements.
  • Knowledge of accident investigations.
  • Proven experience engaging effectively with stakeholders on H&S matters.
  • Ability to build effective relationships with all key stakeholders.
  • Track record of implementing processes and driving improvements.
  • Experience delivering effective H&S communication materials.
