We’re looking for a driven and proactive Programme Delivery Manager to join our Asset Management team at PA Housing. This is an exciting opportunity to lead the delivery of planned investment and major works programmes across our homes, ensuring projects are completed safely, efficiently, and with residents at the heart of every decision.
You’ll work closely with contractors, consultants, residents, and internal teams to deliver high-quality improvements that enhance homes and communities. If you enjoy managing projects, leading relationships, and driving continuous improvement, we’d love to hear from you.

What you’ll be doing
- Manage planned investment and major works programmes from inception through to completion
- Work closely with residents, contractors, and stakeholders to ensure projects are delivered with excellent customer service throughout
- Oversee contractor performance, ensuring works are completed safely, on time, within budget, and to a high standard
- Carry out pre- and post-inspections, ensuring quality and compliance across programmes
- Prepare and review specifications, estimates, tender documentation, and contract information
- Build strong relationships with internal teams, consultants, contractors, and external partners
- Monitor budgets, cost plans, and financial performance to ensure value for money
- Resolve issues quickly and proactively, keeping projects moving and residents informed
- Support continuous improvement by identifying smarter and more efficient ways of working
- Promote health and safety compliance across all projects and site activities
- Lead with a positive, collaborative approach that supports team success and high performance
What we’re looking for:
We’d love to hear from you if you:
- Have experience delivering planned works, stock improvement, or major works programmes within housing or residential property
- Have experience managing contractors and long-term maintenance contracts
- Understand pre- and post-contract project management processes
- Are confident managing budgets, cost plans, and financial performance
- Have strong communication and stakeholder management skills
- Are organised, proactive, and comfortable managing multiple projects at once
- Can build positive relationships with residents and always keep customer experience in mind
- Have experience using asset management or planned maintenance systems such as Keystone (desirable)
- Hold a relevant qualification in surveying, construction, or building, or can demonstrate equivalent experience
- Ideally hold or are working towards a professional qualification with RICS or CIOB
- Hold a NEBOSH or IOSH qualification (desirable)
