Preconstruction Manager – Burham
Due to continued growth the position of Preconstruction Manager has become available to join our successful delivery team based in the Kent/Sussex region.
CMDP is a joint venture between Costain and MWHT and delivers a range of schemes to maintain and improve Southern Water’s water supply and wastewater treatment works in the eastern half its region (Kent & Sussex)
The Role
As our new Preconstruction Manager, you will be the dedicated focal point for all opportunities, drawing on input from the CMDP Project Delivery & Commercial teams, Supply Chain, estimating resource and wider Costain business.
You will support the business by planning and managing the bid process and delivering tender responses in line with CMDP’s brand and governance processes. You will work closely with sector and capability leads to translate winning strategies into smart, concise, and compelling documents and presentations, ensuring bids are submitted on time and ultimately, place Costain in the best possible position for success.
Key Responsibilities
Lead in the development of winning tender solutions
Review clients EWI and supporting information
Engage with supply chain, estimating, design, delivery and wider Costain business to establish clear win strategy, facilitate flow of information and develop associated indirect estimates
Provide a central framework and client account function to receive all works order enquires and Invitation(s) to Tender (ITT)
Lead proposal kick-off sessions involving all required parties
Ensure clear and timely communication is maintained with client representatives through collaborative working and formally via the client procurement portal
Coordinate close-out of all governance actions on behalf of accountable parties
Facilitate technical queries &/or Requests for Information to the client (via the client procurement portal), Suppliers and other internal/external stakeholders
Ensure Compliance, Risk and External constraints elements are documented and factored into estimates
Work with the delivery team to identify, plan and manage site surveys required in support of each tender
About you
Degree level qualified/equivalent in an Engineering or Commercial related discipline
Experience of working within a multi-discipline engineering environment
Proven experience in tender/bid management
Significant post-graduate experience of pricing medium to large value contracts preferably in the water/utilities sector
Customer focused, open and honest, safe and environmentally aware, team player
Excellent communication skills
Able to manage administration support and other members of the team to ensure successful delivery of the tender
Commercially aware and a lateral thinker
Able to manage and prioritise a high volume of work
High level of competence using MS Word, Excel. PowerPoint and Teams
Full UK driving licence
