About the role

This is a pivotal position within West Northamptonshire’s SEND Service, responsible for leading the strategic development, statutory compliance, and continuous improvement of the Local Offer.

The successful candidate will ensure the Local Offer meets all legal and accessibility requirements, while driving collaboration across services to deliver clear, consistent, and high-quality information for children and young people with SEND, their families, and professionals. Central to the role is championing co-production and engagement, ensuring the Local Offer reflects lived experiences and responds to local needs. By building trusted relationships, providing data-driven insights, and representing the service at strategic forums, you will play a key role in shaping an inclusive, transparent, and user-focused SEND system across the Local Area Partnership.

This role is exempt from the Rehabilitation of Offenders Act 1974 and therefore subject to an enhanced DBS certificate. It is also a regulated activity and will be subject to a Children and Adults Barred List check. West Northamptonshire Council is committed to safeguarding and promoting the welfare of children and vulnerable adults and expects all staff and volunteers to share this commitment.

What will you be doing?

  • Ensure statutory compliance by maintaining a comprehensive, accessible, and up-to-date Local Offer in line with the Children and Families Act 2014, SEND Regulations 2014, SEND Code of Practice 2015, and the Equality Act 2010. You will identify gaps and develop action plans to address them.
  • Contribute to planning and commissioning by co-authoring the annual Local Offer report, using engagement insights and data analysis to inform commissioning decisions and improve the SEND system.
  • Promote transparency and accountability by applying and refining internal policies and quality standards to ensure fairness and consistency.
  • Lead co-production and engagement by working with children, young people, families, and professionals to ensure the Local Offer reflects lived experience and local need.
  • Build strong relationships with families, professionals, and community partners, acting as a trusted point of contact for engagement.
  • Support the team by mentoring and guiding colleagues to deliver tasks aligned with strategic priorities.
  • Promote the Local Offer at community events, tailoring messaging for diverse audiences and ensuring accessibility.

About you

You will be an experienced and passionate professional with a strong understanding of the SEND landscape and a commitment to accessibility and inclusion. To succeed in this role, you will need:

  • SEND Expertise – A strong understanding of the SEND system, including the Local Offer and relevant legislation.
  • Digital Content Management – Experience supporting or maintaining digital content and ensuring compliance with Web Content Accessibility Guidelines (WCAG).
  • Creative Design Skills – Ability to produce visually engaging, inclusive content that meets brand guidelines and accessibility standards across digital and print media.
  • Analytical and Communication Skills – Ability to interpret and summarise complex information effectively and present data clearly to inform decision-making.
  • Comprehensive knowledge of relevant legislation, including the Children and Families Act 2014, SEND Regulations 2014, and the SEND Code of Practice.
  • Understanding of how the Local Offer informs commissioning and strategic decision-making.
  • Proven experience working and co-producing with children, young people with SEND, and their families.
  • Experience collaborating with voluntary and community sector organisations and multi-agency partners, building positive relationships through empathy, active listening, and effective communication.
