About the Role

 Are you passionate about delivering excellent customer service, making balanced decisions, and helping to keep communities clean and safe? We’re looking for a proactive and highly organised Enforcement Support and Appeals Officer to join our Inspection and Enforcement team, supporting services across Richmond and Wandsworth.

In this varied and rewarding role, you’ll take ownership of investigating and determining appeals, complaints, and enquiries relating to Fixed Penalty Notices (FPNs), Penalty Charge Notices (PCNs), and waste enforcement activities. You’ll work closely with residents, Councillors, MPs, businesses, and internal stakeholders, ensuring all cases are handled fairly, professionally, and in line with legislation and council policies. From analysing data and producing management reports to supporting environmental initiatives such as Mega Skip Days, you’ll play a key role in delivering high-quality enforcement services that make a visible difference to local communities.

 

Objective of the Role

 This is an opportunity to be at the heart of a service that protects the local environment and promotes community pride. As the Enforcement Support and Appeals Officer, you’ll ensure appeals, complaints, and enforcement enquiries are resolved efficiently, consistently, and with sound judgement. Using your strong analytical skills and attention to detail, you’ll review complex cases, provide meaningful insights from management information, and support continuous service improvement. Your work will directly contribute to improving environmental standards, enhancing customer satisfaction, and ensuring enforcement activity is transparent, effective, and trusted by the public.

 

Essential Qualifications, Skills and Experience

 Knowledge- Extensive knowledge of environmental enforcement legislation, including the Environmental Protection Act 1990

 Managing Complex workloads– Proven ability to manage a demanding workload and meet competing priorities.

 Strong Communication skills– Excellent written and verbal communication skills, with experience responding to Members, residents, and stakeholders.

 Record Keeping and Systems Management- Experience maintaining accurate records, databases, and case management systems

 Data Analysis and Reporting– Strong analytical skills with the ability to collate data and produce reports to support decision-making.

 Independent working– Ability to work independently, use sound judgement, and remain calm and professional in challenging situations.
