This position sits in the Finance, Portfolio, Performance and Organisational Transformation team. The role is to lead the finance business partnering function, supporting the Director General and Directors as we deliver our core IT services with excellent, maximise the return on our investments and deliver improvements to our IT estate. We are looking for a senior leader who can build fantastic relationships with stakeholders, a great people leader to your team and as a visible senior leader within HMRC, the finance community and your region.

We have a massive challenge: we need to bring in more tax, reduce costs and improve the experience for customers. To do this, we’re using smart data analysis and innovative IT systems to ensure that customers get their tax affairs right from the outset – and we’re radically improving the technology we use to do our work.

Job description

This is an exciting opportunity for a highly motivated and experienced finance leader to join HMRC as Deputy Director of the Financial Management Division (FMD) within the Chief Digital & Information Officers Group (CDIO). CDIO is HMRC’s digital, data, and IT function, responsible for ensuring HMRC has the systems and processes to deliver its services efficiently and effectively. This role offers the chance to shape financial strategy and decision-making within a dynamic and evolving environment, playing a crucial role in enabling HMRC to achieve its strategic objectives. You will lead a large team of finance professionals, act as a trusted advisor to CDIO leadership, and be a key part of the Finance, Portfolio, Performance and Organisational Transformation (FPPOT) Senior Leadership Team.

Key Responsibilities:

As Deputy Director of Financial Management Division, you will be responsible for:

  • Leadership and Team Development: Leading, managing, and developing the FMD team to provide a high-performing finance business partnering to CDIO. This includes line management of four Grade 6s and approximately 40 staff in total, fostering a culture of high performance, coaching, and capability building.
  • Financial Management and Analysis: Providing timely, accurate, and insightful financial management and analysis to the CDIO Senior Leadership Team (SLT) to drive efficiency and effectiveness, providing robust challenge on the affordability and value for money of investment decisions and business planning. This includes owning the end-to-end financial management service for CDIO, resolving in-year finance challenges, and ensuring accurate financial insights.
  • Strategic Financial Advice: Providing strategic advice to the CDIO SLT and budget holders on all finance, resource, supplier, investment, and organisational performance matters. This involves collaborating with stakeholders, ensuring finance is at the heart of decision-making, and providing high-quality support and advice.
  • Financial Planning and Strategy: Supporting longer-term financial plans, ensuring alignment with the 5-year business planning outcomes, IT strategy, business goals, and resources. This includes maintaining a strategic overview of the commercial landscape and IT/architectural roadmap to influence effective financial decision-making.
  • Stakeholder Management: Building and maintaining strong relationships with key stakeholders across HMRC, including CDIO SLT Directors, budget holders, and the wider finance community. This includes supporting CDIO SLT Directors in discharging their financial responsibilities, including effective business planning and risk management.
  • Performance and Governance: Contributing to the FPPOT Senior Leadership Team’s delivery of strong outcomes in areas such as CDIO performance, risk management and governance, and strategic financial planning.
  • Representation and Collaboration: Acting as a visible senior leader, collaborating across CDIO, the finance community, and regional centres. This includes deputising for the Finance Director as required.
  • Working within FPPOT: You will be an integral part of the FPPOT Senior Leadership Team, working alongside other deputy directors and heads of function. FPPOT plays a critical role in supporting and shaping how CDIO resources are costed, managed, and allocated to deliver both CDIO and departmental strategic and operational priorities.

Person specification

The successful applicant will need to demonstrate relevant experience and effective delivery of the following essential criteria.

Essential Criteria:

  • Proven ability to lead, manage and develop a large team of finance professionals and senior staff, fostering a high-performance culture in a technology-centric business or division (>£100m).
  • Demonstrable experience in providing strategic financial advice, developed through effective finance business partnering, to senior leadership teams and budget holders on a wide range of financial matters, including resource allocation, supplier management, investment decisions, and organisational performance.
  • Proven ability to build and maintain strong relationships with key stakeholders, including senior leaders, budget holders, and finance communities
  • Extensive experience in providing timely, accurate, and insightful financial management and analysis, including experience in resolving in-year finance challenges and providing constructive financial challenge.
  • Experience in developing and owning long-term financial plans aligned with business strategies, IT roadmaps, and resource availability.
  • Recognised CCAB/CIMA accountancy qualification and proven post qualification experience within a large and complex organisation (>£100m)

Longlist / Shortlist

The panel will assess the evidence provided in your CV and statement. Candidates whose applications best meet the essential criteria will be selected for a preliminary interview with Green Park before reconvening to agree a final interview shortlist.

Assessment

If shortlisted, you will take part in the following assessments:

  • Individual Leadership Assessment – a combination of psychometric assessments
  • Staff Engagement Exercise – a presentation and Q&A with a representative staff group from across HMRC.

Assessments are designed to support the panel’s decision making and highlight areas for further exploration at interview and do not result in a pass or fail decision.

Interview

You will attend a panel interview for a more in-depth discussion of your previous experience and professional competence. This will include a 5-minute verbal presentation (further information will be issued in advance).

Interviews are expected to take place in person at Newcastle upon Tyne HM Revenue and Customs, Brenton Park View, NE981ZZ

This role has a minimum assignment duration of 3 years. An assignment duration is the period of time a Senior Civil Servant is expected to remain in the same post to enable them to deliver on the agreed key business outcomes. The assignment duration also supports your career through building your depth of expertise.
